On March 18, 2008, the City Council of the City of Yonkers, acting as lead agency under the State Environmental Quality Review Act, accepted the DEIS as complete.
A public hearing on the DEIS was held on April 29, 2008 and written comments on the DEIS were accepted by the City Council until May 30, 2008.
